APA senior team

Bill Dickinson, Chief Executive Officer

Bill was appointed as Chief Executive Officer of the APA in October 2011 having previously served as the APA’s Chief Financial and Operating Officer. Bill has over 20 years advisory, auditing, financial and regulatory reporting experience at KPMG. As a partner in KPMG's Financial Services practice he led engagements across a wide range of financial services sectors, working with FTSE 100 and major US listed retail, commercial and investment banks, insurance companies and their private banking, asset management and treasury operations and securitisation special purpose vehicles. Clients included HSBC, Deutsche Bank, Bank of New York Mellon, Ashmore Group, Citi Group and NM Rothschild.

During his time at the APA, Bill has led on a number of projects which have been instrumental to the reshaping of the Scheme in an effort to increase its efficiency and cost effectiveness to RBS and by extension, the taxpayer. Bill played a leading role in the Simplification of the Asset Protection Scheme as set out in the 4th Supplemental Agreement as well as leading on the agreement for RBS to report to the APA on a quarterly basis. Bill has led the verification of Losses and other Scheme data reported by RBS that underpins the loss forecasts and valuations published by the APA.

Prior to joining the APA Bill was Director General of Finance and Corporate Services at the UK Government's Department for Innovation, Universities and Skills and Financial Risk Director at the Department for Work and Pensions.

Ion Dagtoglou, Chief Investment Officer

During his 17 year investment banking career, begun in the last UK recession, Ion became a distressed debt expert across global economic cycles with a focus on corporate debt restructuring and acquiring and managing large portfolios of non-performing loans.

For six years at Goldman Sachs and two years previously at Citigroup Ion co-led acquisitions of large portfolios of non-performing loans across Europe.

Ion joined Schroders, the merchant bank, in 1992 and was immediately involved in restructuring UK corporate debts. After the Asian financial crisis Ion led a team in Singapore to restructure and realise a portfolio of debts across South East Asia leading many multi-creditor restructuring negotiations both as principal and agent. During his career Ion has also been involved in bilateral and syndicated lending, leasing and mid-market private equity.

Jens Bech, Chief Risk Officer

Jens has ten years of experience at leading management consulting firms where he focussed on financial services. He has deep technical expertise in financial and risk management.

Jens joined the APA from Oliver Wyman’s Finance & Risk practice. He has originated and led a wide range of high-profile projects covering finance, risk management, restructuring and strategic planning for clients located throughout Europe, North America, Asia and Australia.

Jens led Oliver Wyman's support of Iceland during the financial crisis, undertaking a valuation of the assets and liabilities of the failed banks, which served as an input into the settlement negotiations with creditors, including the UK and Dutch governments. Jens also advised the Icelandic FSA on restructuring the failed Icelandic banks.
Jens’ educational background is in economics, with master’s degrees from the University of California at Santa Barbara and the University of Copenhagen.

Lucy Wylde, General Counsel

Lucy acts as APA General Counsel on secondment from Slaughter and May, which she joined in 1984 and where she became a partner in 1993. She has experience of a wide range of corporate and finance transactions. She acts in particular for asset management groups, investment funds, banks, building societies, insurance companies and other financial institutions. She regularly advises on the structuring and reconstruction of funds and investment vehicles in varying forms and acts on an ongoing basis for a number of listed investment companies and their advisers.

She has acted for long-term insurance company and fund management clients on M&A transactions, outsourcing and other projects. She also advises on developments affecting the asset management sector generally, most recently in relation to the impact of the collapse of Lehmans and liquidity issues. 
Lucy is a member of the Collective Investment Schemes Working Party of the Law Society's Company Law Committee.
