Tax credits: reforming financial support for families is the eleventh paper in the series on the modernisation of Britain’s tax and benefit system. It discusses how the tax and benefit system had failed to address the challenges of rising worklessness during the 1980s and 1990s. The paper then sets out how the Government’s reforms put into practice five key principles of tax-benefit system modernisation. It also describes how tax credits have reformed financial support to individuals and families.
