On 15 November 2004, the UN Security Council adopted Resolution 1572 (2004) which imposed an arms embargo on the Ivory Coast, plus travel and asset freeze restrictions on persons determined by the UN to constitute a threat to the peace and national reconciliation process in the Ivory Coast, be blocking implementation of the Linas-Marcoussis and Accra III Agreements, be responsible for serious violations of human rights and international humanitarian law, be inciting publicly hatred and violence, and in violation of the arms embargo.
The EU implemented Resolution 1572 (2004) in Regulation 560/2005 of 12 April 2005. Regulation 25/2011 of 14 January 2011 amended this Regulation 560/2005 to provide for the EU to list independently persons obstructing the process of peace and national reconciliation, and jeopardising the proper outcome of the electoral process in the Ivory Coast.
