The Terrorist Asset-Freezing etc. Bill was presented to the House of Lords by Commercial Secretary Lord Sassoon on 15 July 2010. The Bill has now been published by HM Treasury and is available to view on the Parliament website.

A summary of responses document for the consultation on the draft Terrorist Asset-Freezing Bill has been published.

The Government has today launched its consultation on terrorist asset freezing and the draft Terrorist Asset-Freezing Bill. The consultation document sets out the Government’s approach to terrorist asset freezing and its proposals to provide a durable legal basis for the UK to freeze the assets of suspected terrorists in fulfilment of our international obligations. 

The Government is committed to maintaining an effective, proportionate and fair terrorist asset freezing regime that meets international obligations, protects national security by disrupting flows of terrorist finance, and safeguards human rights. This public consultation will play an important role in ensuring the new legislation is subject to proper scrutiny and that Parliament’s consideration of the proposals in due course is informed by external views and evidence.

Responses are due by 18 June 2010.

The Terrorist Asset-Freezing (Temporary Provisions) Bill received Royal Assent today.

The Government is today introducing in Parliament the Terrorist Asset Freezing (Temporary Provisions) Bill. This Bill is being introduced as an urgent temporary measure to prevent assets being unfrozen and returned to terror suspects as a result of the Supreme Court’s decision to quash the Terrorism Order 2006 without a stay.

The Government is also publishing today a draft Terrorist Asset Freezing Bill. This Bill, modelled closely on our existing powers under the Terrorism Order 2009, is intended to provide a durable legal basis for the UK to freeze the assets of suspected terrorists in fulfilment of our United Nations obligations. The Government is publishing this legislation to enable it to be subject to proper pre-legislative and legislative scrutiny.
