The existing process for proposing substantive changes to the FReM is changing to reflect a more formalised approach. As a result FReM Exposure Drafts (ED’s) will now replace RABIG letters and will communicate proposed changes to the FReM.
Respondents will be given a minimum of 8 weeks to comment on proposals, and longer whenever possible. The FReM ED will explain why the amendment is considered necessary, seek your comments, and provide you with an opportunity to state any alternative treatment that you think HM Treasury should consider.
FReM Exposure Drafts will be published on this page and all responses to the consultation will also be placed on the FReM website unless the respondent requests confidentiality.
From 2010 onwards, two versions of the Exposure Drafts will be made available. The first version shows the changes that are proposed, tracked in the document. The second version displays the proposals as they would appear after the close of the consultation period, provided the proposals were accepted, and offers an accessible alternative to the first document.
