Infrastructure
Confirmed in the June 2010 Emergency Budget, Infrastructure UK (IUK) has a remit to provide a stronger focus on the UK’s long-term infrastructure priorities and meet the challenge of facilitating significant private sector investment over the longer term. Some £200 billion of investment is planned over the next five years, across the economic infrastructure sectors (energy, transport, waste, flood, science, water and telecoms), of which the majority will need to come from the private sector.
IUK’s core remit is:
IUK has been set up as a separate unit within HM Treasury, providing advice to the Commercial Secretary to the Treasury who leads on infrastructure issues and who reports to the Chancellor of the Exchequer.
IUK is a unit within the Treasury's Enterprise and Growth Directorate led by its Chief Executive, Geoffrey Spence.
The Chief Executive is supported by a Non Executive Chair – Paul Skinner – who chairs IUK’s Advisory Council. This group is made up of a group of Permanent Secretaries from the key infrastructure departments as well as senior representatives from the private sector.

The Chief Executive is supported by a senior management team comprising of senior civil servants and commercial experts who draw on the resources of around 60 professionals from a range of backgrounds including commercial and financial specialists, change management experts, lawyers, economists, policy advisers and financial markets experts.
To deliver IUK’s core remit, we are working at a strategic level across Whitehall and the private sector to develop a new cross cutting approach to the planning, prioritisation and enabling of investment in infrastructure.
IUK also supports the delivery of major infrastructure projects where there is capital investment from the public sector. For example we are supporting the delivery of Crossrail, Broadband Delivery UK, Smart Meters and a range of other projects and programmes. In working with Departments or public sector organisations we have established protocols that set out the relationship with the client under a memorandum of understanding. This is independent of IUK’s work in providing central government departments with assurance about the value for money of a project, and IUK ensures that these interfaces are managed carefully to ensure any risk of perceived conflict.
