What we do

We lead IUK’s work internationally by:

Typically our work involves strategic support for the design of PPP policy, the structure of the PPP programme and the development of public sector capacity including developing a PPP implementing unit. We can also provide support in the selection of appropriate PPP pilot projects, review of operational projects and development of the guidance and methodologies that the public authorities need to prepare, evaluate and manage projects.

This support is usually delivered by a combination of missions to or from the UK, 'helpdesk' support and through our training courses for public sector officers in PPP implementing units (see below). IUK’s specialists can provide on-the-ground commercial expertise to assure and support the bringing to market and delivery of major infrastructure projects, including on-going PPP policy development and support to the delivery of PPP programmes and projects.

While most of our support work for overseas governments is required to be funded, we will where possible try to assist with short PPP related enquiries from overseas public sector bodies.

Based on the expertise it has developed through its work in the UK and overseas, IUK, and previously PUK, has developed its PPP Foundation Masterclass as a detailed introduction to PPPs for overseas government officials and for those implementing PPP programmes. This course is delivered, depending on demand, once or twice a year (typically in March and September).

The PPP Foundation Class is a 5 day training course that combines learning sessions, practical case studies, sector specific workshops and site visits to operational PPP projects in the UK. This course covers a comprehensive range of practical issues including the PPP procurement process, contract standardization, project evaluation, project financing and issues surrounding the establishment of a successful central PPP taskforce. The course is delivered by a wide range of senior practitioners with front line practical experience in their relevant fields from IUK and other government bodies.

IUK organises as well, on demand, tailor-made training programmes and workshops in London or overseas suited to the sectors (education, health, transport, etc) and issues (legal, finance, operations) of interest to specific governments. Over the period 2009-2012, IUK (and previously PUK), has delivered tailor-made training programmes and workshops for delegations from, amongst others, Brazil, Colombia, India, Indonesia, Japan, Mexico, Morocco, Peru, Russia,  South Korea, Taiwan and Uruguay.

To assist IUK in its mission, the international team also helps to ensure that the UK is linked to best practice and relevant experience in delivering infrastructure programmes through its world-wide network across infrastructure bodies, PPP units and development finance institutions.  

In addition to supporting HM Treasury officials on overseas infrastructure and PPP related issues, we work closely with and support the diplomatic, trade, investment and developmental missions of the Foreign and Commonwealth Office (FCO), UK Trade and Investment (UKTI), CityUK and the Department for International Development (DFID).

This will include meeting with delegates from central and regional PPP units, overseas government ministries, regional development banks, multilateral agencies and think tanks that visit IUK every year. We receive on average one or two overseas delegations every week to discuss different PPP approaches and wider infrastructure issues.
