Detailed data on the infrastructure investment and government construction pipelines. were first published with the National Infrastructure Plan 2011. These have been updated alongside the National Infrastructure Plan: update 2012. These pipelines were collated within the Government to provide industry with greater visibility over the future pipeline of Government funded construction projects, wider regulated and private sector infrastructure.
The infrastructure investment pipeline covers over infrastructure investment projects and programmes across both the public and private sectors, with the government funded construction pipeline covering additional non-infrastructure projects. They are not a statement of need. Generally the pipeline data are designed to provide a sense of the scale of investment and forward work that is expected but should not be taken as a commitment in each and every case.
The 2012 infrastructure pipeline update includes over 550 projects and programmes and is worth over £310 billion. Most of the investment is contained within major programmes – for example highways, rail, nuclear, offshore wind and broadband – but there are also individual projects within sectors that stand out because of their size, complexity or importance to the UK economy.
Over 85 per cent of the expected investment to 2015 and beyond will be privately funded in full or in part. The remainder will be publicly funded. The infrastructure investment pipeline data will be refreshed annually (last updated December 2012).
XLS versions of the pipeline have been saved in excel 97-2003 format. As a result there will be a minor loss of functionality e.g. pivot tables will only appear as fixed numbers.
The November 2012 Government funded construction pipeline includes some 1200 projects and programmes, around £40 billion of investment to 2014/15 and beyond (excluding rail and other regulated and private sector infrastructure investment). Since the April publication the Government has worked together with industry to improve the pipeline.
This latest edition is substantially improved in terms of its level of granularity and its ‘reach’ beyond the major construction spending departments. Progressively the Government will capture all central government construction spend. This latest publication extends the data on local roads maintenance, now covering over 150 local authorities and boroughs. The government construction pipeline will be updated twice a year (it was last updated November 2012).
This latest iteration of the pipeline is the first to be published working with Barbour-ABI; the private sector partner recently appointed by government to manage, maintain and to develop further the pipeline. To this end Barbour-ABI and Government are currently consulting with industry and government clients on current usage and future improvements.
