The review, whilst being led from IUK, has strong engagement from the private sector with a Steering Group chaired by Terry Hill (Arup) and a Stakeholder Reference Group chaired by Peter Hansford (Vice President of the Institution of Civil Engineers). The investigation team also includes a mix of public and private sector individuals.
The intention behind adopting this governance approach and delivery model is to recognise that the costs of civils in the UK is not just a government or public sector issue but also one that affects the private sector (historically some 70% of civil engineering in the UK is undertaken by the private sector for the private sector).
