Investigation team
The programme team is led and managed by Alan Couzens of IUK with support from within IUK and from sponsoring departments such as the OGC, DECC, DfT and BIS. In addition, there are private sector individuals from Arup, Balfour Beatty and Parson Brinkerhoff. It is this team that is responsible for delivering the reviews outputs and reporting the findings to the Steering Group via the Senior Responsible Officer (SRO) Stephen Dance, Head of Public Sector Markets within IUK.
Approach
The investigation will focus on the Direct costs i.e. systemic causes of high costs in such areas as labour, plant & materials, risk premia, access, working practices etc and Indirect cost factors such as the impact of client governance, risk transfer, sub-contracting and supply-chain approaches, procurement, regulatory standards etc. and the possible interactions between them.
