Infrastructure UK cost review: investigation team profiles

Stephen Dance

Stephen is Head of Public Sector Markets at Infrastructure UK, the separate unit within HM Treasury that is charged with supporting planning, prioritisation, enabling and effective delivery of infrastructure across sectors in the UK.

He has a background in consultancy and was for 15 years a director of the international property advisers DTZ, specialising in privatisation, PPP, complex developments and urban regeneration. In 2003 he joined Partnerships UK where he was responsible for major projects.  He has been engaged in the development of Crossrail and the London 2012 Olympics and co-sponsored with Defence Estates the procurement of the successful rationalisation of the MoD London estate – project MoDEL.

Alan Couzens

Alan joined Partnerships UK (PUK) in 2001 having previously spent over ten years providing property outsourcing and commercial support to a variety of private and public sector organisations.

Since joining PUK he has supported a variety of PFI and complex procurement transactions including the refurbishment of the Government Office at Great George Street, MOD accommodation projects such as MoDEL and project PRIME and the current programme of prisons PFI projects.

Alan has recently led the development of the new HM Treasury Joint Venture guidance note to public bodies.

Alan is a Chartered Surveyor with postgraduate qualifications in Corporate Property Strategy and Contract Bidding Decision Theory. He also has a certificate in corporate finance from the Securities and Investment Institute.

Paul Joseph Pethica

Paul has thirty years experience in the construction of Infrastructure in the UK and overseas, including projects such as the Channel Tunnel. Paul’s Major Projects experience spans across the Rail, Nuclear, Highways, Marine, Power, and Defence sectors. Paul, an economist by background, has worked as commercial director in a number of Balfour Beatty companies since 1999, and is a Chartered Director and Chartered Surveyor. 

Simon Lawrence

Simon has twenty years experience in major projects including; the Channel Tunnel, Jubilee Line Extension, Singapore North East Line and the Virgin tilting trains project in the UK. Simon has worked for Balfour Beatty for seven years, including assignments in the UK and the Middle East and as part of the team developing the Balfour Beatty professional services capability. Simon is currently responsible for the rail and transit business in UK regions & Europe, for Parsons Brinckerhoff. Simon is a Chartered Engineer and has an MBA in engineering management from City University.

Andrew Butt

Andrew Butt is a Chartered Civil Engineer and Commercial Delivery Manager within the OGC’s Construction Category, where he is contributing to the delivery of the Government’s efficiency and reform programme. He has over 20 years experience in the construction industry and is the OGC’s representative on CONIAC (the HSE’s Construction Industry Advisory Committee).

Prior to joining the OGC, the greater part of his career was spent with Arup, where he played a leading role in the structural design of high profile projects such as the Gherkin in London and the Schwebebahn railway in Germany. He was also a member of the team that monitored construction quality during the building of the STAR light railway in Malaysia.

Following completion of an MBA in 2003, Andrew subsequently moved to management consultancy within Arup. During this time he led a number of performance and efficiency related infrastructure and property assignments, which included an Independent Engineer Review of the Operational Accommodation Improvement Programme for TfL and value for money reports for the NAO (Maintenance of the Prison Estate in England and Wales, 2009 and Sustainable Construction and Refurbishment on the Government Estate, 2007).

Other relevant consultancy assignments include contributions made to the procurement of the Olympic Park utilities concession and infrastructure for the ODA, the business case that demonstrated the affordability of a £0.8bn asset renewal programme for British Energy and the technical, commercial and operational due diligence for a German gas network. 

Andrew also holds a Certificate in Corporate Finance from the Securities and Investment Institute.

Keith Waller

Keith was seconded from Costain into DECC from the start of 2010 as a Senior Advisor to the Office for Nuclear Development.

Qualified as a Civil Engineer, he has over 20 years experience in the nuclear sector, starting on the design of Sizewell B in the 1980’s, the last nuclear power station built in the UK.

He has led teams on a wide range of new build, safety upgrade and decommissioning projects and has experience of providing structured finance solutions in the energy sector. He will bring his experience into Government working with utilities, vendors, regulators and industry to ensure the plans for the next wave of nuclear power stations are safe, cost effective and deliverable.

Bill Grose

Bill is a Director of Arup with over 30 years experience in multi-professional civil engineering and building works in the UK, Europe, USA, East Asia, Middle East and Australia. He has been responsible for a wide range of multi-disciplinary design and master-planning projects for both public and private sector clients, and has particular expertise in tunnelling and risk management.

For the past 4 years Bill has been Arup’s Project Director for planning and design work for the infrastructure of London’s new Olympic Park.

Bill also has considerable experience in forensic investigation of construction failures, report preparation and giving expert evidence in dispute resolution proceedings and at Public Inquiry. He has co-authored several technical publications by the Institution of Civil Engineers, and has written a number of learned papers.

Bill has broad experience of a wide range of clientele in the UK and overseas. He is an elected member of the Council of the Institution of Civil Engineers, and is a past chairman of the British Tunnelling Society. Bill also manages Arup’s involvement with the Whitehall & Industry Group.
