NON-EXECUTIVE DIRECTOR FOR THE TREASURY
The Treasury has appointed its first Non-Executive Director to join the Treasury Management Board (TMB).
Margaret Exley, the Head of Change Management Communications and Measurement, Europe at Towers Perrin since 1996, will join the TMB on 6th May 1999. Ms Exley's role will involve advising on management issues. She will bring an independent and external perspective to the Treasury's management decision-taking, building on her extensive experience of working on changing organisational behaviour in business and the public sector.
Prior to her current post, Ms Exley was Chairman and Founder of Kinsley Lord
Management Consultants, which is now part of the Towers Perrin Group.
NOTES TO EDITORS
1. Ms Exley has been appointed for an initial two year period. She will attend TMB meetings and carry out associated work.
2. The Treasury Management Board meets every fortnight. Its membership includes the Treasury's Permanent Secretary, Sir Andrew Turnbull, who chairs the meetings, and all 7 Treasury directors. It is the forum for decision-taking on all key management issues.
3. Ms Exley has worked extensively in the public sector, with recent work including a programme of work for the Department of Health on performance improvement; project director for major change management programmes in the UK Atomic Energy Authority and Nuclear Electric; adviser to Cabinet Office (MPO and OPSS) on development of relations between Government Agencies and Departments; adviser to the Department of Environment Management Board on its departmental management review; adviser to the DTI on decentralisation of Human Resource Management; and adviser to the FSA on its organisation.
4. She has also advised Shell International on the creation of Montell, the world's biggest plastics group, has been the client relationship manager for Shell Chemicals, and has advised the Zeneca Board and transition team on the management of demerger with ICI, with emphasis on managing change in culture and securing performance improvement.
