Publication of Main Estimates, Supplementary Budgetary Information and Public Expenditure Statistical Analyses 2008-09
The Financial Secretary to the Treasury, Jane Kennedy MP, today presented to the House of Commons the Main Supply Estimates for 2008-09. Supply Estimates seek parliamentary authority for departmental spending plans. In addition the Public Expenditure Statistical Analyses 2008 booklet is published today.
The Main Supply Estimates 2008-09 seek parliamentary authority for voted supply provision of £ 447.9 billion for net resources and £ 32.5 billion for net capital. The provision sought is consistent with the spending plans published in the Financial Statement and Budgetary report on 12 March 2008 (HC 388), as amended, and the associated Supplementary Budgetary Information (SBI) booklet, which is published alongside the Main Supply Estimates today.
The SBI booklet provides a read-across between expenditure plans in the Main Supply Estimates and the budgetary information in Departmental Report tables. Departmental Reports will be published over the next few weeks and - where they are published as joint reports and resource accounts - the coming months.
Public Expenditure Statistical Analyses 2008 presents public spending outturn and plans against the budgetary framework, as well as analysis by function, economic category and territory (country and region).
Supply Estimates and the budgets behind them operate on a full resource basis. The main budgetary aggregate for public spending is Total Managed Expenditure (TME). TME is made up of:
- Departmental Expenditure Limits (DEL), which is subject to firm three-year plans and operates as a limit on spending at a departmental level; and
- Annually Managed Expenditure (AME), which – as its name suggests – is subject to annual review as part of the Budget process.
Expenditure limits cover both voted and non-voted provision.
