The Government uses budgeting aggregates to plan and control expenditure. These aggregates are Departmental Expenditure Limits (DEL) and Annually Managed Expenditure (AME). DEL are firm plans for three years for a specific part of a department’s expenditure. AME is spending in TME that is generally less predictable and controllable than expenditure in DEL. These aggregates are reconciled to a measure of total public sector spending, Total Managed Expenditure (TME), which is drawn from the National Accounts.
