Final report
This is the final report by Sir Nicholas Macpherson, Permanent Secretary to the Treasury, into the quality assurance of analytical models that inform government policy. The report sets out best practice in quality assurance, drawn from engagement with organisations across the public and private sectors and with professional bodies. The review also sets out the current extent and nature of modelling and QA across government. Finally, it makes practical recommendations for steps departments and their ALBs should take going forwards, to make sure models are robust and trustworthy.
Annex D – table of returns
The table below provides a factual snapshot of the extent of quality assurance undertaken of all business critical models in use across Departments and Arms Length Bodies as of late 2012. The information has been supplied by Departments and Arm’s Length Bodies. Departments and ALBs are not expected to use every single QA technique for all models – models are used for very different purposes across departments and so it is only right that proportionate QA is used. This variation in the level of QA applied across models is reflected in the table.
Interim report
In October 2012, the Cabinet Secretary and the Head of the Civil Service asked Sir Nicholas Macpherson, Permanent Secretary to the Treasury, to lead a review of the quality assurance of analytical models that inform policy decisions across government. The final report will be published at the end of February 2013.This interim report summarises the information collected by the review on business critical models, and highlights key issues for the final report to address and to make recommendations on.
