Treasury Minutes

The Committee of Public Accounts (the Committee) examines National Audit Office (NAO) VFM studies on the economy, efficiency and effectiveness of Government Departments, and other bodies. The Accounting Officer attends as a witness to give evidence at a Committee hearing, with the Committee's objective to draw lessons from past successes and failures, which can be applied to future activity by the Department examined and, in some instances, to other Government Departments.

Departments respond to the Committee reports through a Treasury Minute – the Government’s response to the Committee. The Treasury Minute is laid as a Command Paper in Parliament in the name of the Economic Secretary to the Treasury (EST). Treasury Minutes will have the approval of the drafting Department’s Permanent Secretary (Accounting Officer) and the Department’s Minister. The Treasury Officer of Accounts will further seek the approval of the EST and Number 10.

The Treasury Officer of Accounts is responsible for promoting and sustaining a central Government culture in which public money is handled responsibly, transparently and to high standards of accountability. To ensure the Government’s financial accountability to Parliament, TOA will provide a clear framework of guidance to Departments and Treasury spending workstreams.

The Treasury Officer of Accounts ensure that Department’s respond fully to the Committees recommendations; Department’s adhere to the Parliamentary timetable deadlines; Department’s have the required approvals; and the Treasury Minute is laid and published in Parliament to schedule.

The Treasury spending workstreams role is to review Departmental responses to ensure Government policy has not been compromised and that Department’s have not made financial commitments that have not been approved by the Treasury.
